Alfred Hussey Papers; Constitution File No. 1, February 1 to March 6, 1946

The Alfred Hussey Papers; Constitution File No. 1 are documents collected by Alfred R. Hussey, Jr. who participated in the creation of the GHQ Draft (the MacArthur Draft) together with Colonel Charles L. Kades and Lieutenant Colonel Milo E. Rowell in the Government Section. Commander Hussey, who had worked as a lawyer and judge before joining the service, played a central role as a member of the Steering Committee during the creation of the GHQ Draft. These papers consist of the records kept by GHQ relating to the process to enact the Constitution of Japan from February 2, 1946 until March 6, and they include a record of the presentation of the GHQ Draft to the Japanese government. These documents are important in that they provide information on the sequence of events leading up to the creation of the GHQ Draft. The University of Michigan possesses another collection of the Alfred Hussey Papers; Constitution File No. 1, which can be viewed on microfilm at the National Diet Library (Call Number YE-5).
