3-15 GHQ Draft, February 13, 1946

 The draft Constitution written by Government Section was submitted to MacArthur on the evening of February 10. MacArthur basically approved the draft with orders to remove the provision that no future amendment could limit or cancel the freedoms guaranteed by this new constitution. The provision, in fact, had caused dispute within the section. Final adjustments were then made and the GHQ draft was completed on February 12 and received MacArthur's full approval. On the following day, February 13, it was given to the Japanese government. The Japanese government decided in effect to accept the GHQ draft on the 22nd, and on the 26th decided to draft a new constitutional proposal by amending the GHQ draft. The entire text of the GHQ draft was distributed to the Ministers of State attending the extraordinary Cabinet meeting on February 25.
