3-18 Joji Matsumoto, "Supplementary Explanation concerning the Constitutional Revision," February 18, 1946

 After receiving the GHQ Draft at the official residence of the Minister of Foreign Affairs on February 13, 1946, Minister of State Joji Matsumoto immediately met with Prime Minister Kijuro Shidehara. As a result of his report and this conference, a supplementary explanation was submitted to persuade GHQ to reconsider.

 The supplementary explanation was titled "Supplementary Explanation Concerning the Constitutional Revision." It was translated into English, and on February 18, it was delivered to GHQ through Jiro Shirasu, Councillor of the Central Liaison Office. However, Chief of Government Section Brigadier General Whitney gave no leeway for consideration of the "Matsumoto Draft" and demanded that the government determine within February 20 to accept the GHQ Draft and to write a draft proposal according to its principles.
