Description

Government official. In 1862, he became the adopted grandson of TODA Miki, a vassal of the Sanjo family, and devoted himself to national affairs as an aide to SANJO Sanetomi. In 1868, he went to study law in England. He returned to Japan in 1873, and participated in legal affairs in the Dajokan Sain, the Legislation Bureau, and Sanjiin (the House of Legislature). In 1891, he served as Chief of the Legislation Bureau in the 1st Matsukata Cabinet. Became a member of the House of Peers in 1890.
