Description

Graduated from the Sapporo Agricultural College in 1895. He worked as an agricultural engineer and a teacher at agricultural college in various parts of the country before taking the post of technical expert of Nokai (Agricultural Association) of Shimane Prefecture in 1906. He distinguished himself by his activities at the Shimane branch of Dai Nihon Sangyo Kumiai Chuokai (Japan Industrial Cooperative) and was appointed the director of Sangyo Kumiai Chuokai in 1920 before serving as executive and president. During this period, he was instrumental in the expansion of the Cooperative and the establishment of various agricultural corporations such as the Sangyo Kumiai Chuo Kinko (Industrial Cooperative Central Bank) and Zenkoku Kobai Kumiai Rengo-kai (Federation of National Purchase Cooperatives). He was called the "Dictator of Industrial Cooperatives." He was selected as a member of the House of Peers by Imperial command in 1938. He was appointed the Agriculture and Commerce Minister (later Agriculture Minister) in the Prince Higashikuni Cabinet in 1945. He was purged from public office in 1946.
