4-8 Minister Kanamori's Six Principles on the Constitutional Reform, July 17, 1946

 The deliberations in the Imperial Diet focused on the issue of whether the proposed revisions to the Constitution would change kokutai, or the national polity. Kanamori's response to this was such that changes would be made to the form of government, but no changes would be made to kokutai. This response bewildered Charles L. Kades, who called for a meeting with Kanamori to confirm his intentions. Known as "Minister Kanamori's Six Principles on Constitutional Reform," this memorandum, written up at Kades' request, is a transcript of the explanation relating to the position of the Emperor given by Kanamori during the meeting held on July 17.

 Discussions at this meeting indicated concerns that Kanamori's defense of the kokutai might be aimed at a return to the old system, as also appeared in the report on Whitney's memorandum to MacArthur.
