This memorandum produced by the Public Administration Division in Government Section included point-by-point comments critical of the "Gist of the Revision of the Constitution" (Matsumoto Draft) based on the 10 principles taken from SWNCC 228 and the Potsdam Declaration. It is dated February 12, the day when the GHQ draft was completed. Looking at this document provides us with an understanding of what the people drafting the Constitution were thinking about as they worked.
