2-8 Joji Matsumoto, "Draft of Tentative Revision of the Constitution Draft"

 This is the Tentative Revision of the Constitution that Matsumoto submitted to the 10th examination meeting (subcommittee meeting) of the Constitutional Problems Investigation Committee on January 9, 1946, and its draft written in his own hand. Matsumoto, who had declared that he would take the initiative in formulating a draft proposal after the sixth general meeting of the committee on December 26, drafted the reformation proposal during the New Year's Holiday and completed it on January 4, 1946. He presented this proposal as the basis of his report on the constitutional reform problem to the Emperor on January 7.

 Then on the 9th, it was distributed at the 10th examination meeting of the Investigation Committee, but was withdrawn after the meeting. On the 12th at the 11th examination meeting, Matsumoto made amendments to the proposal responding to most of the criticism made during the previous meeting.
