How to Participate in Data Transmission Services for Persons with Print Disabilities (for institutions)

1 Introduction

The NDL is a member of the ABC Global Book Service. Exports of accessible format copies possessed by the NDL are usually passed through ABC, so please consider requesting from ABC first.

2 Conditions for participating in this service

Exports of accessible format copies are based on the Marrakesh Treaty. Institutions that intend to use this service must satisfy all the following conditions.

  1. be located in a Party of the Marrakesh Treaty
  2. be an authorized entity (AE) under Article 2 (c) of the Marrakesh Treaty
  3. be a facility or business that provides information to persons with print disability
  4. have a system to provide services only for persons with print disability
    (i.e., have procedures for appropriately certifying beneficiaries are in place)
  5. agree with the terms defined by the NDL and obtain NDL approval (see below 3-3)

3 Application method

3-1) First of all, please let us know the following information by email (message body).

We will conduct a primary review. Please include "Marrakesh treaty" in the mail subject. Also, please do not include an attached file in this mail. The language used for communication shall be English or Japanese.

  • Institution name
  • Country of residence
  • Institution website URL
  • Contact's email address and fax address

3-2) NDL will reply about the result by email.

If we cannot confirm that you are an AE (condition b above) you may be asked to present legal statements and additional information. If there is no problem, we will attach the application form (MS Word (.docx) format) to the e-mail.

3-3) Please send us the following via email attachment or fax.

  1. Application form (completed and signed by representative)
  2. Consent Letter (signed by representative)
  3. Items that can prove the above conditions c and d have been satisfied
    Example:
    Rationale for establishing facilities and usage rules
    Web site that describes the contents of the service for persons with print disability (It is fine to just present the URL)

3-4) If you pass the review of NDL, please mail the original of the application form and the consent form to NDL.

3-5) We will send the following from the NDL.

  • Certificate of Approval
  • User registration certificate (including ID)
  • Password

5 Change of registration information and withdrawal from service

If there is a change in the name, address, etc. of the institution, or if you wish to withdraw from the service, please send us an email including the following information in the message body. Also, please do not include any attached files in this mail. The language used for communication shall be English or Japanese.

  • Institution name (Name at time of approval)
  • Application reason (Change of information or withdrawal from service)
  • Contact email address and fax address

Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled

The Marrakesh Treaty (external website) forms part of the body of international copyright treaties administered by WIPO.

The Marrakesh Treaty entered into force in Japan in January 2019. Data for persons with print disabilities can be exchanged among treaty parties.

Accessible Books Consortium (ABC) Global Book Service

The ABC Global Book Service (external website) is an international unified catalogue for materials for persons with print disabilities operated by the ABC, which was established by WIPO. The ABC Global Book Service serves as an international exchange platform of accessible content under the Marrakesh Treaty.

As of January 2019, the ABC Global Book Service has 47 member organizations and holds metadata of approximately 415,000 titles from 76 languages.
