How to Use Data for Persons with Print Disabilities - Guide for Individuals and Institutions Outside Japan

The National Diet Library (NDL), one of the Authorized Entities of Japan, offers accessible works to qualified persons with print disabilities and Authorized Entities as stipulated by the Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled (Marrakesh Treaty).

Here is how qualified persons with print disabilities and Authorized Entities outside Japan can obtain the data for persons with print disabilities we hold.

2 Available book data we offer outside Japan

You can use the book data we provide via the Data Transmission Service for Persons with Print Disabilities. These are mainly for Japanese books, such as audio-only DAISY and braille files.

We only offer existing data we hold. We do not provide services of conversion to other formats or of translation to other languages.

3 How to obtain book data we hold

3-1 Individuals (Only Persons with Print Disabilities)

Please ask an Authorized Entity (external website) or ABC Global Book Service member library near you to contact us first.

You can use the Data Transmission Service for Persons with Print Disabilities directly if you register as a person with a print disability.

3-2 Institution (Authorized Entities as Recognized by the Marrakesh Treaty)

Here is how to access books on behalf of persons with print disabilities in your country.

a) Via the ABC Global Book Service (only institutions which are part of the ABC Global Book Service)

NDL is a member of the ABC Global Book Service.

If you can find our book data you need in the ABC Global Book Service's database, you can request them from the NDL via the ABC Global Book Service.

b) Via our Data Transmission Service for Persons with Print Disabilities

If your institution becomes a registered user of the Data Transmission Service for Persons with Print Disabilities, you can use the book data we hold via this service.

Marrakesh Treaty to Facilitate Access to Published Works for Persons Who Are Blind, Visually Impaired or Otherwise Print Disabled

The Marrakesh Treaty (external website) forms part of the body of international copyright treaties administered by WIPO.

The Marrakesh Treaty entered into force in Japan in January 2019. Data for persons with print disabilities can be exchanged among treaty parties.

Accessible Books Consortium (ABC) Global Book Service

The ABC Global Book Service (external website) is an international unified catalogue for materials for persons with print disabilities operated by the ABC, which was established by WIPO. The ABC Global Book Service serves as an international exchange platform of accessible content under the Marrakesh Treaty.

As of November 2019, the ABC Global Book Service has 61 member organizations and holds metadata of approximately 540,000 titles from 76 languages.
