Remote photoduplication service for patrons in Japan

You can request photocopies without visiting our library and receive them by courier or postal mail.

  • This service is available only to Registered Users. Anyone eighteen years of age or older is eligible to apply for user registration.
  • The fee includes copying fees, packaging fees, and postage. If the patron chooses to pay via bank transfer, he or she must also bear the cost of the transfer.
  • The NDL provides copying services in accordance with Japan's Copyright Law as well as National Diet Library Rules Concerning the Use of Library Materials so as not to infringe the rights of the copyright holders.   • The National Diet Library has a duty to preserve library materials and make them available to future generations as the cultural heritage of Japan. Since copying services are provided in accordance with NDL policies for preservation, there are some materials that cannot be photocopied and some that can only be copied by a particular method. We cannot accept requests for copying that entail the risk of serious damage to library materials.
  • The National Diet Library has only limited resources with which to serve efficiently as many users as possible. Therefore, we can only accept requests that can be filled under our standard photoduplication services.

Materials for which photoduplication services are available

  • Except for certain types of materials described below, all materials held by the NDL are available for photoduplication. Printouts from subscription e-journals and e-books are only available to individual patrons in Japan. Available e-journals are listed below:

  • The following materials are not available for remote photoduplication:
    • Residential maps
    • Electronic materials and audio-visual materials (CDs, DVDs, etc.)

Requirements for request

  • This service is available only to Registered Users. Patrons who are not registered users may request copies via a local public or university library that offers interlibrary services. Please ask at your local library.
  • You need to correctly specify the materials and the pages to be copied.
The following information is needed to correctly identify the pages to be copied.
Book In addition to a book's title, please provide the title of the article (as necessary to identify from the table of contents the pages to be copied) or the specific pages to be copied.
Periodical In addition a periodical's title, the volume (or date published), title of the article (or author of the article, as necessary to identify from the table of contents the pages to be copied) or the specific pages to be copied.
Newspaper In addition to the name of the newspaper and place of publication (Tokyo, Osaka, etc.), please provide the date of publication, morning or evening edition, title of the article (or headline), and pages.

If you are unsure of what information you need to provide, please use the services below for help in specifying the pages to be copied before applying for photoduplication services.
  • Reference services provided by local public or university libraries
  • Requesting copies of tables of contents
    You can request photoduplication of tables of contents for use in identifying the title of the article, author, and pages of the article you want, after which you can apply for photoduplication services.

Limitations on the number of concurrent requests

NDL-OPAC Each client of your institution can make a total of 30 requests at a time for materials from any of the three NDL facilities: the Tokyo Main Library, the Kansai-kan, and the International Library of Children's Literature. A user can make a total of 30 requests at a time for materials from any of the three NDL facilities: the Tokyo Main Library, the Kansai-kan, and the International Library of Children's Literature.
Request via email or with request form Each client of your institution can make a total of 20 requests at a time for materials from any of the three NDL facilities: the Tokyo Main Library, the Kansai-kan, and the International Library of Children's Literature. A user can make a total of 20 requests at a time for materials from any of the three NDL facilities: the Tokyo Main Library, the Kansai-kan, and the International Library of Children's Literature.

Each article from a periodical or portion of a book counts as one request.
One you have reached your limit, you may only make additional requests after you receive previously requested copies.

Application for permission to make photocopies

In the following cases, patrons are required to submit an application for permission (PDF: 98KB) to make photocopies together with a request for photoduplication:

  • When copying for a purpose other than study or research. (e.g., submission of copies to a court)
  • When copying certain materials held in the Modern Japanese Political History Materials Room or Rare Books and Old Materials Room, which require special treatment due to concerns over individual privacy or for preservation.
  • When copying with the permission of the copyright holder.

Canceling or revising a request

As a general rule, once a request has been made, no cancellation or revision is accepted, as explained in Instructions for Using Photoduplication Services.

Registered Users are entitled to request photocopies via the Internet.

Registered users can use their user ID number and password to request copies via the Japanese version of the NDL-OPAC (Online Public Access Catalog) or email.
*
Requests via the NDL-OPAC are limited to copies to be used for research and study.
*
Not all materials held by NDL are covered by the NDL-OPAC.

Please note that copies cannot be requested via the English version of the NDL-OPAC, which provides only search functions. If you do not use the Japanese version, please order via email.

When submitting written permission from the copyright holder as well as an application for permission to photocopy, please send these documents to the address below by postal mail and indication in in addition to your photocopy request form that these materials are being mailed separately to the address below by postal mail.

How to review the content and status of current requests

You can review the content and status of your current requests on "Your Account & Activity" page of the NDL-OPAC.
Requests that are currently being processed with be marked either as "In process" or "Under checking photoduplication request." This information is deleted once the copies have been shipped or you have been notified that we cannot fulfill your request. If you require a record of your requests, please print out a copy of "Your Account & Activity" page as soon as possible. Feel free to check "Your Account & Activity" page as often as necessary.

When we cannot provide photocopies

We will inform patrons of the reason their request cannot be fulfilled, as follows.

  • Notification by email when the requester has provided an email address.
  • Notification by fax or postal mail when the requester has not provided an email address.
When there is an error in your application

Please inform us by telephone or email immediately if you find that there is an error in your request. We can cancel your request if the copies have not already been made. But if the copies have already been made, we will send them to you and request that you pay the fee. The contact telephone number and email address is at the bottom of this page.

Request by postal mail

How to request

You may send requests to the NDL by postal mail using the NDL Request Form (PDF: 147KB, RTF: 105KB) for Loan/Photoduplication.
We cannot accept requests via the Internet in the following cases. Please submit such requests by postal mail.

  • Requests for copies of materials that are not included in the NDL-OPAC.
  • Requests for copies of materials that are not for use in study or research. (ex., submission to a court)

Note that Materials from NDL collections are not available for loan to individuals. It is possible, however, for overseas users to access NDL materials at a local university library or other local library by taking advantage of the interlibrary loan service. Only registered library can use "loan" service.

When we cannot provide photocopies

You can request copies via a local public or university library that offers interlibrary services. Please ask at your local library.

Photoduplication methods

As explained in the Instructions for Using Photoduplication Services, National Diet Library provides photoduplication services in accordance with policies on preservation of library materials. Since the NDL selects which materials to copy based on these policies, patrons are not allowed to designate the facility or type of material.

For example, even if the book you request is owned by the Tokyo Main Library or the International Library of Children's Literature, the photocopies will be made at the Kansai-kan if the book is available there. Thus, even if you request a book from a specific location, we cannot guarantee that particular book will be used to make the photocopies.

  • Example1
    Even if you request copies of items owned by Tokyo Main Library, some of the copies could be made at the Tokyo Main Library and others made at the Kansai-kan. In such cases, fees for packaging and postage are charged separately for each parcel.
    Also, the parcels might be sent and received on different dates.
  • Example2
    When microfilm or digitized versions of a material are available, copies will be made from the microfilm or digital images rather than from the original material.

Unless otherwise requested, materials are copied at their original size in monochrome. We do not offer enlargements or reductions.

If you have specific requests regarding color or size of the copies, please indicate them in an appropriate column, as follows:

  • Requests via the Internet
    Describe your request for color copies, two-page spreads, or other requirements in the 論文名・補記等 column or the 備考 column. (e.g., Please make color copies of color pages, Copy two-page spreads on a single sheet, etc.) You can enter up to 200 Japanese characters or 400 alphanumeric characters in the 論文名・補記等 column, however, the 備考 column will only accept 16 Japanese or 32 alphanumeric characters.
    If you would like to use a number to identify your request (ex. Transaction No., Reference no.), please indicate the number at the top of the 論文名・補記等 column. The number will be printed on the 申込内容確認票 (Request confirmation notice), which we will include with your copies.
  • Request by mail or request via local library
    Please include requests for a particular copy format or an identification number in the "備考" column (In Japanese Version).
    Please use the "Your request ref.no." field to specify a number that identifies your request and the "Call no. / ISBN・ISSN / Ref. source etc." field to specify a copy format.
As a general rule, materials are copied as follows;
Size of a page is A4 Copy one page on A4 size paper
Size of two-page spread is up to B4 Copy two-page spread on B4 or A4 size paper
Size of foldout page is over A3 Dividing into parts and copy on A3 or B4 size paper
Size of two-page spread is A3
Color copy
Copy two-page spreads on A3 size paper in color.
or
Copy one page on B4 size paper in color.
* Our copy machine leaves a 5-mm wide margin on all sides of the page. If the page to be copied has a color area that extends to the edge of the page, we might have to copy one page on B4 size paper, even if the item is a two-page spread on A3 size.
Microfiche (Sheet)
  • On paper
    Each image on the microfiche is enlarged and printed on B4 paper.
    * Available only in monochrome.
  • Inter-film printing
    Microfiche copies of microfiche materials are available.
Microfilm (rolls)
  • On paper
    Each image on the microfilm is enlarged and printed on A4 paper.
    (For newspapers, each image (one page) is enlarged and printed on A3 size paper.)
    * Available only in monochrome.
  • Inter-film printing
    Microfilm copies of microfilm materials are available.
    * Film-to-film copies are available only for 35-mm microfilm materials. We do not offer film-to-film copies of 16-mm microfilm materials.
    * Microfilm materials contain negative images.
Electronic material When the size of a two-page spread of original material is up to B4, printout is a two-page spread on B4 or A4 paper.
When the size of a two-page spread of original material is larger than B4, printout is a two-page spread on A3 paper.
* Printouts from electronic material include a footprint indicating the source and date. For example "国立国会図書館/National Diet Library 2017/1/5" is also printed on the copy.

How to send your request and days to delivery

Delivery method

Domestic Patrons Copies are sent by courier or postal mail, whichever is cheaper.
You may specify either courier or postal mail the "論文名・補記等" column.
Overseas patrons Copies and an invoice are sent by airmail. You may specify EMS in the "論文名・補記等" column.

Photocopies that were requested via the Internet cannot be delivered by fax or by email, nor can they be hand delivered at the library.

Shipping address

Via the Internet (NDL-OPAC) Copies are sent to the registered address that appears on the "Your Account & Activity" page of the NDL-OPAC.
* If you update your address, copies will be sent to the registered address at time of shipping.
Request via email or with request form The address indicated on the request email or form.
Via public library or university library The address of the library from which the request was received.

Please be sure to enter the correct shipping address. Copies cannot be sent care of your local post office.
*
If you don't receive the copies, and you request that we send them a second time, you will be charged for the additional postage.

Packing of copies

Size Packing
A4, B4 A3 We do not fold copies. We use an envelope large enough to hold the largest sheet without folding.
A2 We roll the copies up and ship them in a tube.

We can fold B4, A3, A2 size copies once in the middle, if you prefer. Please indicate so in the "論文名・補記等" column. (e.g., "Please fold B4 or larger size copies in the middle.)
Please note that we cannot folded copies that are too numerous to fold easily.
We cannot fold copies twice or more. Nor can we fold A4 size copies.

Individual shipping

As shown in the Instructions for Using Photoduplication Services, we generally send all copies together in a single package only when all requests are made on the same day and the materials to be used for copying are all kept in the same facility. In cases where each request is filled by a separate copy process, each set of copies is shipped individually.

Time to delivery

It generally takes about 5 business days to process your request and ship the copies. It might take significantly longer than 5 business days if a large number of copies have been requested.
We do not accept requests for shipping or delivery by a particular date.

If there is something wrong with your copies

If you still have not received requested copies 15 days after making your request via the Internet (or 20 days if you made your request by mail), or if you find something wrong with the copies you received, please contact us by telephone or email.
In cases where a request cannot be fulfilled, we will inform the user of the reason by email or mail. Please check to see if you have received such a notification before you contact us. You can also check the status of your requests on the "Your Account & Activity" page in the NDL-OPAC (Please log in with your account).

Payment

Payment

An invoice is enclosed with your copies when shipped. After receiving your copies, please check to be sure they are correct and make a payment at a bank or convenience-store within 20 days of receipt. Please be aware that if you pay via bank transfer, additional bank fees might also apply.

The names shown on the invoice are as follows:

  • For individual users, the user's name
    • * If the shipping address is a school address, the school name and client name
    • * If the shipping address is a company address, the company name
  • For public libraries, the client name
  • For school libraries, the name of the school library and client name
  • For institution other than libraries, the institution name

If you would like to change the name shown on the invoice, please indicate so on each request in the "論文名・補記等" column.

If you have invoices less than 20 days old may be paid as a lump sum, but please inform us of all applicable invoice numbers with your payment. Check the invoice for details.

Fee

If you would like to request a cost estimate, please indicate so in the "論文名・補記等" column of your request. We will inform you by telephone or email of the estimated cost prior to making copies. We do not provide cost estimates without a copy request.
