Description

Son of a deputy village mayor. He graduated from the Law College of the Imperial University in 1896. After working at the Ministry of Finance, Governor-General of Taiwan and the Cabinet Overseas Affairs Bureau, he served as the director of the Civil Administration Bureau of Kantototokufu in 1917, governor of Aichi Prefecture in 1919, and Hokkaido Prefectural Governor in 1921. He became vice-president of the Imperial City Restoration Department and made efforts toward the reconstruction after the disaster of the Great Earthquake and helped its president Shinpei Goto. He assumed the presidency of Toyo Takushoku (Oriental Development Company) in 1928. He was selected as a member of the House of Peers in 1934 and was elected a member of the Tokyo City Assembly in 1937.
