Ms Melissa Tam was appointed Chief Executive Officer of the National Library Board, Singapore (NLB) on 1 November 2025. She oversees a network of 28 public libraries, the National Library and the National Archives of Singapore. Melissa leads with a strong belief that reading is vital to a thoughtful and informed citizenry.
Building on NLB’s Libraries and Archives Blueprint 2025 (LAB25), Melissa is charting NLB’s way forward by sharpening its strategic directions, drawing on the insights and lessons learnt over the past five years. She remains committed to strengthening collaboration with government agencies, communities and international counterparts to facilitate knowledge exchange and deepen NLB’s engagement with the global library and archival sector.
Melissa brings over 30 years of experience in the public service. Prior to her appointment as CEO of NLB, she held various leadership roles in research and analysis at the Ministry of Defence, where her work focused on enhancing Singapore’s understanding of regional and global developments, as well as analysing security issues relevant to Singapore. She continues to bring this analytical perspective to her leadership of NLB today.
