Report on the first set of emigrants by the Kokoku Colonization Company

The report about the first set of emigarants was submitted to the Minister Resident to Brazil in December 1908 by Ryo Mizuno, executive member of the Kokoku Colonization Company. It was not written by Mizuno himself. The report argued against the claim that the poor results of the first shipment of emigrants should be attributed to a large number of fake families and non-farmers.
