Emigrant Camp information pamphlet

Established by the Home Ministry on March 7, 1928 as accommodation for emigrants before setting sailing. Culture courses were offered on languages, customs, culture and agricultural conditions of settlements. On November 10, 1932, the facilities were renamed "the Kobe Emigrant Culture House" because "shuyosho"(camp) might be misunderstood as internement of prisoners-of-wars.
