Description

After graduating from the Law College of the Imperial University of Tokyo in 1899, he joined the Ministry of Home Affairs. He subsequently served as sanjikan (councillor) of the Government-General of Formosa, director of home affairs department of Saga Prefecture, director of home affairs department of Kagoshima Prefecture, director of School Education Bureau of the Internal Affairs Department of the Government-General of Korea, Chief Secretary of Chusuin (Advisory Body for Governor-General of Korea), and governor of Shizuoka Prefecture before becoming Vice Minister of Imperial Household in 1921. He actively supported the Imperial Household Minister. He was selected as a member of the House of Peers in 1933. He assumed the position of auditor of Nihon Ginko (Bank of Japan) in 1935. He became president of Chuo Kyowa-kai in 1939. He became the last privy councillor in 1946.
