ANDO Masazumi was a Cabinet member of the fifth YOSHIDA administration. However, he left the Cabinet on 24 November to join hands with forces who had been working to create what would later become the Japan Democratic Party. These notes are believed to have been prepared by ANDO so that he would read them out at a Cabinet meeting on 22 November. However, the Cabinet meeting was not held on that day. YOSHIDA declined to meet with him. On 6 December, the Japan Democratic Party presented to the Diet a motion of no-confidence against the YOSHIDA Cabinet along with the Japan Socialist Party's two factions. Instead of dissolving parliament in response to this move, the YOSHIDA Cabinet resigned en masse the following day. On 10 December, HATOYAMA launched his Japan Democratic Party Cabinet without joining forces with any other parties.
