SAITO Takao's anti-military speech, triggered concerned members from each of the political parties in the Diet to form the "League of Legislators to see through the End of the Holy War". They advocated the disbandment of the existing political parties which would be replaced by a single powerful political party. Japan, moreover, was astounded by the sudden shift in the European war situation with the success of Germany's blitzkrieg campaign that started in April 1940 (Showa 15), following the outbreak of World War II on 1 September 1939 (Showa 14). This energized the movement to form a new, powerful leadership system by establishing a new party to be headed by Prince KONOE Fumimaro.

In his diary entry of 4 June 1940 (Showa 15), ARIMA Yoriyasu, confidante of KONOE, wrote that the Prince had largely made up his mind, and on the night of the same day, KONOE gave a press conference where he outlined his vision of forming a new party. Furthermore, on 24 June, he resigned as President of the Privy Council, declaring his intention to devote all his energies to the movement to build the new political order.

With that, each political party rushed to disband. Those parties that did so in July 1940 included the Shakai Taishuto, the KUHARA and the Toitsu (Unity) Factions of the Rikken Seiyukai, the Kokumin Domei, and the NAKAJIMA Faction of the Seiyukai. In August 1940, the Dai-ichi Giin Club and the Rikken Minseito both followed suit. Still, the Taisei Yokusankai (Imperial Rule Assistance Association) that was formed that October never developed into more than a top level promotion organization, leaving the dream of a "single powerful political party" unfulfilled.
