This document is an itemized statement believed to have been written by INOUE Kowashi, regarding an opinion submitted by IWAKURA Tomomi to the Emperor concerning a constitution. Most of its contents were eventually adopted by the Meiji Constitution. Among other things, it would be sanctioned Constitution, adopting gradualism, and use the Prussian Constitution as a model. The Cabinet also would be separated from the Parliament, which would be bicameral, and elections would involve a limited electorate. The Grand Outline (Daikoryo) based on these principles was submitted to the Emperor in July 1881 (Meiji 14).
