(3) 調達件名の特質等 入札説明書による。

(6) 入札方法 落札決定に当たっては、入札書
に記載された金額に当該金額の５％に相当す
る額を加算した金額（当該金額に１円未満の
端数があるときは、その端数金額を切り捨て
るものとする。）をもって落札価格とするの
で、入札者は、消費税等に係る課税事業者で
あるか免税事業者であるかを問わず、見積も
った契約金額の105分の100に相当する金額を
入札書に記載すること。
２ 競争参加資格
(1) 予算決算及び会計令第70条の規定に該当し
ない者であること。なお、未成年者、被保佐
人又は被補助人であって、契約締結のために
必要な同意を得ているものは、同条中、特別
の理由がある場合に該当する。
(2) 予算決算及び会計令第71条の規定に該当し
ない者であること。
(3) 平成25・26・27年度国立国会図書館競争参
加資格（全省庁統一資格）「物品の販売」に
おいてＡ又はＢの等級に格付けされ、近畿地
域の競争参加資格を有する者、又は当該競争
参加資格を有しない者で、証明書等の提出期
限までに競争参加資格審査を受け、当該等級
に格付けされたものであること。
(4) ガス事業法第３条の規定に基づき一般ガス
事業者としての許可を得ている者、同法第37
条の７の２第１項の規定に基づきガス導管事
業者としての届出を行っている者、又は同法
37条の９第１項の規定に基づき大口ガス事業
者としての届出を行っている者であること。
(5) その他予算決算及び会計令第73条の規定に
基づき、支出負担行為担当官が定める資格を
有する者であること。

(1) 入札及び契約手続において使用する言語及

参加を希望する者は、入札説明書に示す証明
書等を作成し、提出期限までに提出すること。
提出された証明書等を支出負担行為担当官に
おいて確認の上、資格を認められた者に限り、
入札の対象者とする。なお、提出した証明書
等について説明を求められたときは、これに
応じなければならない。
(4) 入札の無効 本公告に示した競争参加資格
のない者の提出した入札書及び入札者に求め
られる義務を履行しなかった者の提出した入
札書は無効とする。
(5) 契約書作成の要否 要
(6) 落札者の決定方法 予算決算及び会計令第
79条の規定に基づいて作成された予定価格の
制限の範囲内で最低価格をもって有効な入札
を行ったものを落札者とする。

５ Summary
(1) Official in charge of disbursement of

(3) Nature and quantity of the products to
be purchased: Gas used in the Kansai-
kan of the National Diet Library.
Contracted maximum flow rate 240 cubic
meters/h. The estimated gas for the year
312,012 cubic meters
(4) Delivery period: From April 1, 2014
through March 31, 2015
(5) Delivery place: as in the tender docu-
mentation
(6) Qualifications for participating in
the tendering procedures: Suppliers eli-
gible for participating in the proposed
tender are those who shall:
1) not come under Article 70 of the
Cabinet Order concerning the Budget,
Auditing and Accounting. Furthermore,
minors, Person under Conservatorship
or Person under Assistance that
obtained the consent may be applicable
under cases of special reasons within
the said clause.
2) not come under Article 71 of the
Cabinet Order concerning the Budget,
Auditing and Accounting.
3) have Grade A or B in "selling of
products", the qualifications for
participating in the Kinki district,
in terms of qualifications for par-
ticipating in tenders by the National
Diet Library (Single qualification for
every ministry and agency) in the
fiscal years 2013, 2014 and 2015.
4) have permission to be a general gas
enterprise in accordance with Article
3, of the Gas Utility Industry Law,
have registered as a gas conduit
enterprise in accordance with Article
37-7-2, Section 1 of the same law, or
have registered as a large volume gas
enterprise in accordance with Article
37-9, Section 1 of the same law.
