　次のとおり一般競争入札に付します。

１　調達内容
　(1) 品目分類番号　14、71、27
　(2) 調達件名及び数量　国立国会図書館中央館
　　・支部図書館総合システム用機器等の導入・
　　移行及び運用保守作業　１式
　(3) 調達件名の特質等　入札説明書による。
　(4) 履行期間　入札説明書による。

　(6) 入札方法　落札決定に当たっては、入札書
    に記載された金額に当該金額の５％に相当す
    る額を加算した金額（当該金額に１円未満の
    端数があるときは、その端数金額を切り捨て
    るものとする。）をもって落札価格とするの
    で、入札者は、消費税等に係る課税事業者で
    あるか免税事業者であるかを問わず、見積も
    った契約金額の105分の100に相当する金額を
    入札書に記載すること。
２　競争参加資格
　(1) 予算決算及び会計令第70条の規定に該当し
　　ない者であること。なお、未成年者、被保佐
　　人又は被補助人であって、契約締結のために
　　必要な同意を得ているものは、同条中、特別
　　の理由がある場合に該当する。
　(2) 予算決算及び会計令第71条の規定に該当し
　　ない者であること。
　(3) 平成25・26・27年度国立国会図書館競争参
　　加資格（全省庁統一資格）「物品の販売」及
　　び「役務の提供等」においてＡ、Ｂ又はＣの
　　等級に格付けされ、関東・甲信越地域の競争
　　参加資格を有する者、又は当該競争参加資格
　　を有しない者で、証明書等の提出期限までに
　　競争参加資格審査を受け、当該等級に格付け
　　されたものであること。
　(4) その他予算決算及び会計令第73条の規定に
　　基づき、支出負担行為担当官が定める資格を
　　有する者であること。

　(1) 入札及び契約手続において使用する言語及

　(3) 入札者に要求される事項　この一般競争に
　　参加を希望する者は、入札説明書に示す証明
　　書等を作成し、証明書等の提出期限までに提
    出すること。なお提出した証明書等について
　　説明を求められたときは、これに応じなけれ
　　ばならない。
　(4) 入札の無効　本公告に示した競争参加資格
　　のない者の提出した入札書及び入札者に求め
　　られる義務を履行しなかった者の提出した入
　　札書は無効とする。
　(5) 契約書作成の要否　要
　(6) 落札者の決定方法　上記４(3)で提出され
  　た証明書等に基づき、本公告に示した資格を
    有し、業務を履行できると支出負担行為担当
    官が確認した入札者であって、予算決算及び
    会計令第79条の規定に基づいて作成された予
    定価格の制限の範囲内で最低価格をもって有
    効な入札を行った者を落札者とする。

５　Summary

　(6) Qualifications for participating in
    the tendering procedures: Suppliers eli-
    gible for participating in the proposed
    tender are those who shall 
　　1)  not come under Article 70 of the
      Cabinet Order concerning the Budget,
      Auditing and Accounting. Furthermore, 
      minors, Person under Conservatorship
      or Person under Assistance that
      obtained the consent may be applicable
       under cases of special reasons within
       the said clause.
　　2)  not come under Article 71 of the
      Cabinet Order concerning the Budget,
      Auditing and Accounting.
    3)  have Grade A , B or C in "Sale of　
      product" and in "offer of services" in
       the Kanto-Koshin'etsu district, in
      terms of qualifications for
      participating in tenders by the
      National Diet Library (Single qualifi-
      cation for every ministry and agency) 
      in the fiscal years 2013, 2014 and
      2015.
