Utilizing the contents of the website of the National Diet Library

This webpage contains information on how to inquire about reproducing any item or any portion of any item (image, document, article, data, etc.) on the website of the National Diet Library, (provided under the domain of "ndl.go.jp" or "kodomo.go.jp") by reprint, publication (including e-books, etc.), broadcasting, exhibition or posting on the website and any other medium.

Please refer to "Photoduplication Service", for information on reproducing materials held by the National Diet Library but not displayed on its website.

1. How to inquire about reproducing NDL website contents

If you wish to reproduce any item or any portion of any item on the website of the National Diet Library, please complete the reproduction request form and send to us in advance. However, when you want to reproduce items which are included in "Contents that are available for use without inquiring about reproducing", you do not need to send the request to us.

Request Form

When you send a reproduction request to us, general conditions for reproduction are as follows:

  1. It should be clearly specified that the item(s) is/are taken from the National Diet Library website.
  2. The item(s) may not be used for purposes other than the original intent described.
When you send a request to us, please notice the following.
  1. Please note that some requests may be refused or may not be accepted and that extra conditions may be added or a written document may be required.
  2. Depending on circumstances, it might take several days for us to respond. Particularly if you wish to reproduce NDL's own publications such as "Issue Brief", "The Reference", "Foreign Legislation (quarterly and monthly versions)", "Research Materials", etc., it might take several days for us to respond.

2. Contents that are available for use without inquiring about reproducing.

Digital images contained in (1), (2) and (3) may be reproduced without inquiring about reproduction because copyrights of these images have already expired, and these images are made from the NDL owned materials. If you wish to reproduce content other than images (bibliographic information, metadata, document, article, etc.) or of the structure of a digital exhibition, whether in part or in its entirety, please send an inquiry to the NDL.

  • (1) All digital images contained in the following online exhibitions
  • (2) Digital images of materials owned by the NDL contained in the following online exhibitions
    • "The Meiji and Taisho Eras in Photographs"(http://ndl.go.jp/scenery_top/e/) For details, please refer to "Reproduction of the contents" of "About this site".
  • (3) Digital Contents of "National Diet Library Digital Collections" which are displayed as "インターネット公開(保護期間満了)" ("Copyright expired" written in Japanese) in "Access Restriction" of each Bibliographic Information Area.
    • Please complete a reproduction request form prior to reproducing any content that is labeled either "インターネット公開(裁定)" (licensed by the Commission of the Agency for Cultural Affairs) or "インターネット公開(許諾)" (used with permission of the copyright holder).
      Please check "Access Restriction" with the following steps:
      • 1. First, make sure that the content (image) is displayed in the Content Area. If the content (image) is NOT displayed, please go to 3 and 4.
      • 2. Second, check "インターネット公開(保護期間満了)"("Copyright expired" written in Japanese) in the "Access Restriction" of the Bibliographic Information Area.
        Please note that even if when "インターネット公開(保護期間満了)"("Copyright expired" written in Japanese) is displayed in the "Access Restriction" of the Bibliographic Information Area, "Access Restriction" information can be different depending on each image. So, it is very important to check it with the image you wish to reproduce in the Content Area.
      • 3. If "Please select a volume or an issue from the TOC/volume on the left hand column." is displayed instead of the image itself, please select the volume or issue you wish to view from the TOC/volume on the left hand column. Access restrictions for each volume or issue might differ from the access restrictions for aggregate titles, so please be sure to specify individual volumes or issues.
      • 4. After selecting the volume or issue you wish and making sure that the image is displayed in the Content Area, please review the access restriction section in the Bibliographic Information Area (Metadata). Images for which the access restriction shows "インターネット公開(保護期間満了)" (Copyright expired) can be reproduced without inquiring about reproduction.

        Please refer to the following table for information on making inquiries about reproduction.

        Please complete the reproduction request form and send it to us in advance.

3. Notice

Users are solely responsible for any infringement of copyright law involving reproduction of images from the NDL website. The NDL cannot be held responsible for any issues that arise. Also, users should consider moral rights, human rights, or privacy issues even if the copyright has expired. Users are solely responsible for problems with third parties. When you reproduce an item or a portion of any item (image, document, article, data, etc.) that is on the website of the NDL, please specify that the item(s) is/are taken from the NDL website.
