Service for Person with Disabilities

Visiting the NDL

We recommend that you find out how to use the library and what materials it has before you visit the library. For information on visiting the library, please contact the Service Management Section, Service Administration Division, Reader Services and Collections Department. Public transportation

The nearest subway stations to the NDL are Nagatacho Station on the Yurakucho, Hanzomon and Nanboku lines, and Kokkai-gijidomae Station on the Chiyoda and Marunouchi lines. A metropolitan bus service is also available to reach the library.

Parking lot

A parking lot is available for library users in front of the entrance for visitors (east entrance). There are two special parking spaces for persons with disabilities. If these spaces are already occupied, please use any other parking space available or drive around to the parking lot for business vehicles on the opposite side of the building (west entrance). The west entrance of the library is also wheelchair accessible.

Use the visitors' entrance (east entrance). A textured guide strip leads from the street down through the slope/stairs to the east entrance. Whenever the Library is open, except on Saturdays, persons with disabilities can also enter through the front (south) entrance directly facing the National Diet Building. A guide strip leads from the street up through the front (south) entrance. On Saturdays the front entrance is closed, so please use the east entrance.

Guide dogs, service dogs and hearing dogs

Visitors accompanied by guide dogs, service dogs and hearing dogs can enter and use the library whenever it is open.


A wheelchair is available at the visitor's entrance(east entrance). To use this wheelchair, please inquire at the reception desk(east entrance).

Use inside the library

If it appears that assistance is needed to use the library, do not hesitate to notify the user's reception desk or any other counter. A person in charge will assist you in getting into the library, searching and requesting data resources, having copies made, and so on.

Communication in writing

Communication in writing can be carried out at any library counter. Just ask for this service.

Print magnifying equipment

Print magnifying equipment is available in the Business, Science and Technology Room (Main Building 2nd floor) and the Humanities Room (Main Building 2nd floor) and in the Newspaper Reading Room (Annex 4th floor)

Braille Resources

The NDL has a collection of books, periodicals and other Braille resources and large print editions.

Reading Room for the visually impaired

Persons with visual disabilities can use a room to have their assistant(s) read the Library's materials. Just ask at the nearest counter to use the room.

Library interior facilities

Signs indicating the locations of rest rooms for the handicapped are posted throughout the library. Throughout the library, elevators are aligned in pairs. The elevator for the handicapped is marked with a wheelchair sign. Food and beverages are served in the library at the cafeteria (main building,6th floor) and at coffee shops (main building,3rd floor; Annex,1st floor). Please feel free to ask for assistance whenever needed at these facilities.

Use of Facilities Without Visiting the Library

Use through other libraries

NDL resources are available through your local library: NDL resources can be searched and read through interlibrary loan, copying service can be ordered by mail, and NDL reference service can be accessed through your local library. For details, please refer to "Services" You can also request these services at any inquiry receiving point. For details on procedures, consult with your local library.

Use of tape-recorded books

The NDL have been producing recorded books since 1975 and have been carried out loaning of them through libraries in Japan. For details, please consult with Kansai-kan. Service for Person with Disabilities.
