NDL Budget for Fiscal Year 2017

The budget for FY2017 (April 2017–March 2018) was approved by the National Diet on March 27, 2017, with 22,213,199,000 yen appropriated for the National Diet Library (NDL) during FY2017. Funding of first-stage construction for second-phase facilities at the NDL’s Kansai-kan increased the budget by 2,657 million yen compared with last year’s initial appropriation.

The overall composition of the budget includes:

  • Personnel expenses: 42.2%
  • Acquisition of library materials: 10.5%
  • Costs for information systems: 14.7%
  • Office expenses: 14.0%
  • Facilities: 18.6%

Major expenditures in the budget for FY2017 are as follows:

1. First-stage of the construction of the second phase facilities of the Kansai-kan

Following a November 2014 recommendation from the NDL Building Commission, construction of a new stack building at the Kansai-kan was initiated in FY2016 and is expected to be completed by the end of FY2019. An allocation of approximately 14,326 million yen will be available during the four-year period from FY2016 to FY2019, of which approximately 2,897 million yen has been appropriated for construction during FY2017.

2. Expansion of digitized materials

The NDL undertakes a number of digital archive projects to achieve consistent and permanent availability of publications that are considered a source of knowledge or to have cultural value. During FY2017, the NDL plans to expand its collection of digitized materials related to science and technology information as part of our efforts to contribute to the innovation and the creation of value. Additionally, the NDL will start digitization of talking books for persons with visual disabilities originally produced in cassette tape format in 2001 or earlier. The NDL continues to promote digitization of materials published in Japan, based on maintaining a balance between use and preservation. Approximately 237 million yen was included in the 2017 budget to implement this project.
