The 6th Mutual Visit Program between the National Diet Library, the National Assembly Library of Korea and the National Assembly Research Service

The sixth visit program with the National Assembly Library (NAL) and the National Assembly Research Service (NARS) of Korea was held in Seoul from December 8 to 11, 2015. Two staff members of the Research and Legislative Reference Bureau of the National Diet Library (NDL), Mr. Osamu HIGUCHI (Director, Parliamentary Documents and Official Publications Division) and Mr. Keiichi KATO (Researcher, Financial Affairs Division), visited the NAL and the NARS for this year’s program.

Paper session with the NAL: Newly developed parliamentary and/or legal information services

In the session with the NAL, Mr. Higuchi reported on the NDL’s coverage of parliamentary and legislative information, the efforts in digitizing those materials, and development of databases by the Parliamentary Documents and Official Publications Division. Ms. Choi introduced the Parliamentary Information System of the National Assembly and Local Councils newly released by the NAL in June 2015 for the purpose of supporting local councils (assemblies) and building networks among those institutions through providing integrated search for information produced by local councils such as ordinances, minutes, bills, policy information, statistics, etc. During the Q&A period, they exchanged information on the following topics: contents in the Research Navi of the NDL; reasons for the difference in the number of the NDL’s digitized contents available on the Internet and within the premises of the NDL; and the current status of the development of information systems in the Local Councils in Korea.

Paper session with the NARS: National debt management policy

In the session with the NARS, Mr. Kato presented the various challenges of tax and finance in Japan, the summary and issues of the comprehensive reform of social security and tax and future tasks. Dr. Jung gave an outline of the national debt in Korea and the legislation of financial guidelines to strengthen financial soundness. During the Q&A period, they discussed the significance and necessity of payout measures associated with tax increase in Japan, the impact on tax revenue of raising the highest income tax rate, parliament members’ reaction to a proposal setting up of financial guidelines by the Korean government and a plan to establish an independent special agency to manage national debt in Korea.
