NDL budget for fiscal year (FY) 2012

The national budget bill for FY2012 passed the National Diet on April 5, 20121. The budget appropriated for the NDL for FY2012 (April 2012 - March 2013) consists of the General Account and the newly established Special Account for Reconstruction from the Great East Japan Earthquake, and the total amount is 19,683,330,000 yen. The amount of General Account is 19,539,471,000 yen. Compared with the initial budget of the previous year, cuts in costs for information systems and office expenses resulted in a reduction of the General Account by some 431 million yen. The Special Account is 143,859,000 yen.

The composition of total budget

The composition of total budget is:

  • Personnel expenses: 47.3% (45.4% in FY2011)
  • Acquisition of library materials: 12.0% (12.1% in FY2011)
  • Costs for information systems: 14.1% (20.5% in FY2011)
  • Office expenses: 17.5% (19.6% in FY2011)
  • Facilities: 8.4% (2.4% in FY2011)
  • Special Account for Reconstruction from the Great East Japan Earthquake: 0.7% (newly established in FY2012)

Major expenditures of the budget for FY2012 are as follows:

1 Library service systems

1.1 Operating library service infrastructure system

In FY2010, the NDL developed the Optimization Plan for the National Diet Library System (IT Master Plan) for cost-cutting, and based on this, renewed the library backbone system in January 2012. For operating the system and developing its related functions, approximately 1,112 million yen was included in the General Account.

1.2 Function enhancement of searching portal system

The NDL’s new searching portal, the National Diet Library Search (NDL Search), went into full-scale operation in January 2012. This service enables integrated search of a great deal of the information resources held in the NDL and other organizations including academic institutions and public libraries. In FY2012, we will improve the convenience of the NDL Search by enhancing retrieval functions. For this purpose, approximately 32 million yen was included in the General Account.

2 Digital archiving system

A digital archiving system to collect, preserve and provide digital information has been built up since FY2005. Approximately 30 million yen was included in the General Account in FY2012 for developing a function which delivers digital recorded books produced in conformity with the international standards for DAISY by the NDL or other organizations, through the Internet to persons with visual disabilities.2

3 Operating the Great East Japan Earthquake Archive

In the third supplementary budget of FY2011, an expense item was approved to construct the “Great East Japan Earthquake Archive,” which is intended to collect various records relating to the Great East Japan Earthquake and pass them on to future generations as lessons of the disaster. As a necessary expense to operate this archive and relevant uses, 144 million yen was approved within the framework of the Special Account for Reconstruction from the Great East Japan Earthquake in FY2012.

4 Maintaining facilities

4.1 Reinforcing the Main Building of the Tokyo Main Library against earthquakes

To strengthen the structure of the Main Building of the Tokyo Main Library against earthquakes, a renovating cost amounting to approximately 390 million yen was appropriated for the fourth year of this five-year project within the framework of the General Account.

4.2 Expansion of the International Library of Children’s Literature

Approximately 766 million yen was appropriated to construct the annex building of the International Library of Children’s Literature (ILCL). This five-year project is intended to improve ILCL’s function as the national center of children’s literature and FY2012 is the second year.
