The fiscal 2005 budget bill passed the National Diet on March 23, 2005.
The total amount of the initial budget appropriated for the NDL is 23,941,675,000
yen for FY2005 (April 2005 ・March 2006), a decrease of some 0.13 billion
yen compared with the previous year's budget, because the amount of retirement
allowance was reduced with the decrease of the number of retirees.

The composition of the total budget
is:

Major expenditures of the 2005 budget are as follows:
1. Creation of the
Digital Archives
(1) Construction
of the Digital Archives System
In order to secure a wide access to the digital materials as well as
to prevent online information resources from being scattered and lost and
instead trying to collect and preserve them, a digital archives system
that collects, preserves and offers digital information is under construction.
For FY 2005, as expense for research and system design, about 980 million
yen was approved.
(2) Expense for
the long-term preservation of digital information
For commissioned research related to the long-term preservation of
digital information, about 20 million was approved.
(3) Construction
of digital content
Since FY 2000 the NDL has been gradually increasing the digital content
for the Digital Library Services. For FY 2005, about 60 million yen was
allocated for the digitization of Japanese books published in the Meiji
Era and other projects.
2. Building the
Electronic Library Service Infrastructure
(1) Development
of the Electronic Library Infrastructure System
In order to enable the Tokyo Main Library, the Kansai-kan and the International
Library of Children's Literature to operate and provide services in an
integrated way, in FY 2005 about 2.33 billion yen was approved for the
performance and replacement of the Electronic Library Infrastructure System.
(2) Construction
of the full-text database for the Minutes of the Imperial Diet
For inputting the data into the above database, about 40 million yen
was approved.
(3) Provision of
offering electronic journals
In order to provide even more comprehensive services on science and
technology information, about 240 million yen was approved to enlarge the
electronic journal collections of the Tokyo Main Library and the Kansai-kan.
3. Acquisition of
the Prange Book Collection
About 60 million yen was approved, for purchasing reproductions of books
in the Prange Book Collection. This is a collection of books published
in Japan that had to be sent to the General Headquarters of the Supreme
Commander for the Allied Powers (GHQ/SCAP) for censorship during the early
period of the Occupation (1945-1949). It is now owned by the University
of Maryland Libraries.
4. Buildings and
facilities
(1) Renovation of
the Annex of the Tokyo Main Library
About 720 million yen was approved for the replacement of sanitary
facilities, elevators and connecting walkways to the Annex in addition
to the replacement of book conveyers that started in 2004.
(2) Renovation
of the other facilities
As expenses for other renovation work, the following were budgeted:
About 620 million yen for the renovation of the disaster prevention
system of the Tokyo Main Library; about 60 million yen for the repair of
the outside wall of the Tokyo Main Library; about 30 million yen for the
construction for the kitchen drain facility; and about 20 million yen for
the demolition of the staff lodgings and site maintenance in Ueno.
(3) Land acquisition
cost for Phase 2 construction of the Kansai-kan
For the land acquisition stated above, which has been undertaken since
FY2002, about 420 million yen was allocated.
