NDL budget for fiscal 2004

This is an abridged translation of the article of  the same title
in the NDL Monthly Bulletin No. 517 (Apr. 2004).

The fiscal 2004 budget bill passed the National Diet on March 26, 2004. The total amount of the initial budget appropriated for the NDL is 24,068,816,000 yen for FY2004 (April 2004 - March 2005), an increase of some 0.2 billion yen compared with the previous year's budget.


Distribution of 2004 budget by category

The composition of the total budget is:

  • Personnel expenses: 43.1% (42.2% in FY2003)
  • Acquisition of library materials: 9.7% (9.6%)
  • Development of information systems: 16.5% (17.1%) 
  • Office expenses: 21.3% (21.4%)
  • Building and facilities: 8.7% (9.7%)
  • Redemption of 'NTT interest-free loans' (B-type): 0.7% (none)

Major expenditures of the FY2004 budget are as follows:


1. Reframing the services of the Tokyo Main Library

(1) Relocation of the reading rooms and offices

Following the transfer of part of the library materials and operations from the Tokyo Main Library to the Kansai-kan in conjunction with the Kansai-kan's opening, the relocation of the library collections, reading rooms and offices has been under way according to the three-year plan for FY2002-2004. About 160 million yen was approved for FY2004.

(2) Extention of the opening days and hours

From October 2004, following the completion of the renovation work, the opening days and hours of the Tokyo Main Library will be extended. Approximately 190 million yen was allocated for outsourcing operations and the lighting and heating expenses for the extended hours.

2. Building the infrastructure of the Electronic Library Service

(1) Development of the Electronic Library Infrastructure System

In order to enable the Tokyo Main Library, the Kansai-kan and the International Library of Children's Literature to operate and provide services in an integrated way, the Electronic Library Infrastructure System has been developed since FY1998. In FY2004 about 3 billion yen was approved as the expenses for developing a new circulation control system for on-site users and other subsystems.

(2) Construction of digital contents

Since FY2000 the NDL has been gradually increasing the digital contents for the Electronic Library Services. For FY2004, about 160 million yen was allocated for the digitization of Japanese books published in the Meiji Era and other projects.

(3) Expansion of electronic journals

In order to provide even more speedy services on science and technology information, about 230 million yen was approved to expand the electronic journal collections of the Tokyo Main Library and the Kansai-kan.

(4) Construction of the full-text database for the minute of the Imperial Diet

As expenses for the construction of the above database, about 50 million yen was approved.

3. Buildings and facilities

(1) Renovation of the Tokyo Main Library
Approximately 920 million yen was allocated for the renovation of facilities of the Tokyo Main Library. It has been under way in conjunction with the reframing of services since FY2002. The reading rooms and offices are being renovated  and the information network infrastructure of the Tokyo Main Library will be improved.

(2) Other renovation work at the Tokyo Main Library

As expenses for the other renovation work, the following were budgeted: approximately 380 million yen for the renovation of the disaster prevention system; 30 million yen for the preparation work for the renewal of the stack fire extinguishers; 110 million yen for the renovation of the Annex’s book conveyor system.

(3) Land acqusition cost for Phase 2 construction of the Kansai-kan

For the land acquisition stated above, which has been undertaken since FY2002, about 560 million yen was allocated.
