Introduction and operation of Korean CIP system

[Summary]

To disseminate created bibliographic records more quickly in a standard form, the NLK is going to introduce the CIP (Cataloging In Publication) system.

The "e-CIP" system, which was developed in 2001, was operated experimentally in 2002. It will come into full operation in January 2003.

The NLK will establish a CIP center that will be responsible for all the work related to CIP. It will assign CIP to books published in Korea, but not to foreign materials, serials and non-book materials.

The CIP records will be included in the national union catalog of library collections "KOLIS-NET." Moreover, the NLK will use them to examine materials that have not been deposited.

This system will be beneficial to both libraries and publishers.  A library can get precise bibliographic records before acquiring materials, which leads to quick selection and accurate technical service.  A publisher can provide basic information to customers quickly and increase sales by pre-advertisement.

On the other hand, there are concerns that this system might become a censoring method or prevent quick publication.  To solve such misunderstandings and expand the participation of publishers, PR and various other measures are being undertaken.
