The Research and Legislative Reference Bureau of the National Diet Library holds an international policy seminar "Regionalism in Europe from a comparative perspective: Implications for Japanese regionalism plan" as part of its interdisciplinary research project to examine Japan's Regional System.

We invite you to attend the lecture meeting which consists of a keynote speech by Dr. Paul Cairney and a panel discussion.

Dr. Cairney is professor of the University of Stirling, a specialist on Scottish politics. His keynote speech will be about regionalism in Europe and British/Scottish devolution.

The panel discussion with Japanese experts in the Constitution or local government will be moderated by Prof. Masao Hirota, Association of International Arts and Science, Yokohama City University.
