The 17th meeting of the Conference of the Directors of National Libraries in Asia and Oceania (CDNLAO) has been organized by the National Library of Vietnam (NLV) on April 20, 2009. 24 representatives from 16 countries participated in the CDNLAO meeting held under the theme of "30th Anniversary of the formation of CDNLAO - Consolidating and Strengthening". The list of participants is included at the back of the report.

At the opening, the Chair, Mr. Pham The Khang, Director of the NLV, welcome all participants of the meeting. The agenda of the 17th meeting and the minute of the 16th CDNLAO meeting were then approved the change in the sequence of the proposed agenda that the section "Reports on Special Subjects" and "Confirmation of the future host library" will be presented before the Country Report Section.
Reports on 30th Anniversary of CDNLAO Foundation
The section was started by the presentation titled CDNLAO Formation and Development by Director General of the National Library of Australia, Ms. Jan Fullerton. The Chair continued the section by presenting a paper on suggestions of National Library of Vietnam to consolidate and strengthen CDNLAO. After the presentations, participants have a short discussion. All national member libraries agreed to consolidate and strengthen CDNLAO by composing the Statutes and Rules of Procedure for CDNLAO and recommended National Library of Australia to draft it.
Reports on special subjects
Three presentations were delivered by The National Library Board, Singapore (NLB) National Library of Australia (NLA) and National Diet Library, Japan (NDL).
Firstly, the NLB reported on digital preservation. The report is a status of the NLB Digital Preservation Services (DPS) Project. The presentation introduced several models which are being currently used in DPS project to provide services to users. They also mentioned the estimated costs for digital preservation which average US$ 0.30 per item ingested. It is planned that digital preservation services will be rolled-out in October and come in to operation by the end of 2009.
Secondly, the NLA made a presentation titled "Use of Open Source Software at the National Library of Australia". The paper uses a case study approach to review the Library's experience with open source software under following points: Search Engine, Replacing the Library's Online Catalogue, Web Curator Tool, Open Journal System, and Digital Preservation. NLA concluded the paper by their practical experience that open source software development offers a range of potential advantages.
Lastly, NDL reported on Web Archiving under the following points: Forthcoming issue-Web archiving, Web archiving project in NDL and how to promote Web archiving in CDNLAO. The number of websites and people using them comprehensively increased for the last decade, thus Web archiving is crucial. Practically, Web Archiving Project in NDL has been institutionalized since 2002. Being added to the report, NDL emphasized on the needs of International Cooperation in Web archiving, and suggested a questionnaire survey to promote it in CDNLAO.
Future host libraries
Host libraries of future meetings were confirmed as follows:
- 18th meeting (2010) Pakistan
- 19th meeting (2011) Korea
The National Library of Pakistan made a confirmation of being the host library for 18th CDNLAO meeting, the meeting will be organized in about March 2010.
Country report presentations
Representatives of member libraries reported the present state of their own national library and libraries at the national level based on the country report updated since the 16th CDNLAO meeting.
After country report presentations, there was no other comments or discussion, thus the Chair summarized the country report presentations updated since the last meeting in these short points:
- New projects have been developed in libraries even in a several months.
- Several new library networks in rural areas have been established.
- Some national member libraries launched their programs approaching new and modern technologies.
The next host library's proposal
The National Library of Pakistan (NLP) proposed that CDNLAO Meeting should last for two days. The second day of the meeting will be spent for discussion to find opportunities for bilateral and multilateral cooperation in CDNLAO and solution for national member libraries' difficulties.
NLP suggested key milestones for the 1st draft of the Statutes and Rules of Procedure for CDNLAO:
- NLA should draft for the Statutes and Rules of Procedure for CDNLAO within the next three months.
- The Draft need to be sent to the national member libraries before August 31st, 2009.
- Ideas and suggestions for the draft will be collected between August and October (until 31st, Oct., 2009). The Draft will be then completed by NLA by December 31st, 2009.
- The Final Statutes and Rules of Procedure for CDNLAO will be announced to all members the following month (The deadline is January 31st, 2010).
Discussions
NLV supported NLP's proposal.
National Library Board of Singapore agreed on the idea of 2-day meeting and further suggested that participants will report their country updated on the 1st day. The 2nd day is for topics discussion. Thus topics and questions for discussion should be raised and announced to members before the meeting.
National Library of Australia accepted to firstly draft the Statutes and Rules of Procedure for CDNLAO and suggested NLP to be CDNLAO's Secretariat at least from now until the next meeting for communicating the Draft to member libraries. NLP agreed on the suggestions.
NLV suggested that NLP should explain the necessity of their recommended key milestones.
NLP pointed out one of the big difficulties that they may be facing is that the participants at CDNLAO 2009 may not attend the 18th meeting in Pakistan. Thus, if there is any change in participants, please inform Pakistan.
