National Library of Thailand and Human Resource Development
During 2007- 2008

In today’s world organization administration has a confrontation of rapid social change. Hence, one of the most important responsibilities of the organization is environmental adaptation for happily surviving among such competitive society. Human Resource Development is an on –going systematization of development plan for increasing library personnel’s efficiency and capabilities. Consequently, organization must be on the alert to carry out implemental programes of fostering institutional human resource development in terms of :

  • Formulate HR plan
  • Identify necessary capabilities
  • Carry out succession planning
  • Assess development needs
  • Conduct development planning-job-site, off site
  • Evaluate development success

However, HRD has more comprehensive meaning than attending academic seminar as well. NLT realizes its social status as knowledge resources of the nation. As a matter of fact that library service is vital function of the institute and library personnels themselves, who render library resources towards users. They have inevitably been the target of HRD plan of NLT so far.

On 21-23 February 2007, NLT, by Library Standard and Resource Group, organized a seminar entitled "Characteristic Development and Public Speaking Techniques" at Thravaravadi Resort Hotel, Prachineburi, province. The resource persons were Dr. Suparb Chaovalit, Associate Professor Srisak Suphamontree and Archarn Nongpanga Bunpaksa. There were 50 NLT participants ( librarians and other library personnels ). The seminar focused on library personnels skills and awareness of valuable national information resource services as well as techniques of public speaking for the benefit of rendering library services to public. The activity help provoked an energetic cooperation among the participants and library personnels as a whole, so as to join hands tackling daily task as aimed.

It is widely accepted that library human resources who run the organization and who stipulate success or failure of the library are essential factor for organization progress. To stimulate and develop service capabilities of the personnels, NLT, therefore set a seminar entitled "Human Resource Development and Service Mind" on 20-22 February 2008, at Tropicana Hotel, Pattaya, Chonburi province. There were 48 participants and 5 academic resource persons, i.e. Mr. Prarop Laovanit, Deputy Director General of the Fine Arts Department, Assistant Professor Dr. Chak Phanchupet, Archarn Polada Dejpolmataya, Archarn Yuvadi Chitkosol and Archarn Natnicha Somlit. The seminar concentrated on creativity of consciousness of service mind and techniques of prompt resolutions as well as efficient communication for delightful service task.

Organization and human resource development should be simultaneously functional. NLT, so far, has set an on - going implemental plans to foster and develop its library HR on annual human resource development plan as well.
