Priority Objectives for FY2011 and their Evaluation

Priority Objectives are set for projects we put particular emphasis on to achieve the "Vision for the NDL’s 60th anniversary". We set Evaluation Indicators (Two kinds, Progress Indicators and Achievement Indicators) for each Priority Objective to carry out valid evaluations. We conduct evaluations, hearing comments provided by the expert council on evaluation of the NDL, after the end of each fiscal year.

The following are considered in the evaluation for FY2011:

1 Evaluate and grade into four ranks (◎○△×) with two types of evaluation indicators, according to the following two aspects:

Progress:
The extent of progress has been made by each project set to attain the priority objectives, compared with our plan of FY2011.
Achievement:
The extent of service improvement for users each priority objective is intended to achieve.

2 Each evaluation indicator has its own target value, “Maintain the current level” or “Improve the previous FY achievement.” Evaluation Standards are also developed.

Vision for the NDL’s 60th anniversary Priority Objectives for FY2011
[1] Enhance our legislative support function by improving services for the National Diet 1 To strengthen the function as “Brains for the legislature” and “Comprehensive Information Center for Diet Members”
[2] Make an exhaustive collection of results of intellectual activities in Japan to preserve them as common resources of the nation 2-(1) To publicize the legal deposit system in order to ensure acquisition of domestic publications
2-(2) To appropriately preserve collected materials and promote digitization in order to preserve them
2-(3) To promote accumulating, preserving and providing digital information including Internet resources
[3] Provide prompt and precise access or links to information needed by users 3-(1) To streamline library work and improve convenience of our services and user satisfaction
3-(2) To organize information resources inside and outside NDL to provide them effectively
[4] Seek to provide equally good service to all users wherever they are 4-(1) To promote provision of digitized materials via the Internet
4-(2) To increase degree of user satisfaction with copying services via the Internet
[5] Offer a variety of appealing services to society and increase NDL’s visibility 5 To gain more social recognition of NDL's roles and activities through events exhibitions, and public activities held by the National Diet Library and others
[6] Promote closer cooperation with libraries of various kinds in Japan including public libraries 6 To enhance coordination and cooperation with, and also support, various libraries in Japan
[7] Try to share and exchange information by maintaining close relationships with overseas libraries 7 To deepen coordination on digital archiving and cooperation among libraries and other related organizations

In FY 2011, we set the following projects as a Priority Objective.

(extra) To provide materials and information and to aid libraries' reconstruction in order to assist sufferers and rebuild the region affected by the Great East Japan Earthquake
