Minister Fukashi Sugimura's report

When resident minister of legation Fukashi Sugimura, upon his arrival in Brazil in 1905, had an audience with the President of Brazil, and met with the Minister of Finance, they talked regarding the issue of immigration. Sugimura felt that they held great expectations for Japanese immigration, which he also felt in the state of São Paulo, to which he made a trip thereafter.
